The first stage of the construction tender for the extension of Riga Airport's passenger terminal has concluded, with the technical proposals from the applicants evaluated. Riga Airport has invited four candidates to submit their financial proposals by 31 March for the final stage of the tender.
In their technical proposals, applicants were required to include construction timelines, environmental, social, and occupational safety requirements, quality management plans, subcontractor selection procedures, and suggestions for process optimization and alternative technical solutions.

The international tender for the extension of Riga Airport's passenger terminal is being organized according to the procurement procedures set by the European Bank for Reconstruction and Development (EBRD). Riga Airport has received binding proposals for project financing from the EBRD, the Nordic Investment Bank, and the Latvian branch of OP Corporate Bank plc. "The readiness of these financial institutions to fund the Airport's major development step is a strong testament to Riga Airport's financial stability, reliability, and long-term growth strategy. These investments will strengthen Riga Airport's leading position in the region and contribute to the resilience of our national economy," says Laila Odiņa, Chairperson of the Board of Riga Airport.
The winner of the tender will sign a contract under the FIDIC Yellow Book, and the project aims to achieve a BREEAM Excellent sustainability certification. The construction of the new terminal is scheduled to begin in the second half of 2025, with completion expected in 2029.
The terminal extension project includes a new passenger terminal building, a baggage handling and sorting complex, new access roads, and a multi-story car park. The planned construction volume is approximately 45 000 square metres. Throughout the construction period, Riga Airport will continue to operate at full capacity.
Seventeen construction companies and their associations from nine countries applied for the prequalification of the construction tender, with twelve candidates invited to submit technical proposals in the first round, and five candidates completing this task.
